Ans. The North-Eastern region of India which mainly comprises seven sister states is known to be infested with insurgency since independence. It started with the secessionist violent movements but in the recent times the demands changed to more autonomy and ethnic reorganization of the states on the lines of tribal identities. However, insurgency still remains there.
There are various reasons which can be attributed to this
• The demands of the tribal communities like
• Naga, Kuki, Manipuri etc have not been met and the regions inhabiting these tribes are present in different North-East states.
• The influence of insurgent groups is still present in the regions like NSCN (IM), NSCN(K), Bodoland groups etc. These groups have their own army and arrange finances through extortion. There is a division in the demands of these groups and all of them don't agree for peace talks with the government.
• These insurgent groups most of the time find refuge in Myanmar and due to the difficult topography of the region security forces are not successful in eliminating them.
• Prolonged use of AFSPA Act in the region doesn't allow the local people to trust security forces because many a times it has been reported that security forces personnel are involved in the incidents of Human rights violations.
• Shaky role played by the Central Government in the peace talks is also a reason because government has not been able to sign peace agreements with most of the groups like recently government has signed agreement with NSCN(K) but not with NSCN(-M)
• Along with the lack of development of the region, lack of infrastructure and employment opportunities, intrusion of outsiders changing demography of the region are other factors.
Therefore, all these factors in combination have led to this prolonged unsurgency in the North-East.
