4. How do pressure groups influence Indian political process? Do you agree with this view that informal pressure groups have emerged as powerful than formal pressure groups in recent years? (150 words) 10 M
Arts. Pressure groups are certain groups which due to their common interests come together to raise their voice to the political executives for favourable policies and concessions.
These groups influence the political process in many ways like
(i) Most of the political parties have closeness with certain pressure groups, like right wing parties have with pro-capitalist groups, communist parties have with labour and trade unions etc. These affiliations affect the policy making process in a partisan way.
(ii) Many of these groups used to pressurise the political parties like FICCI (Federation of Indian Chambers of Commerce & Industry) members wrote articles in favour of GST to fasten the passage of GST bill in Parliament.
(iii) Many a times they also criticise the policies of the government to advocate for the change in policies.
(iv) They also help in deepening democracy by highlighting the interests of certain groups. Many a times they also fill the political void by listening to the demands of the affected people.
In the recent times it has been seen that informal pressure groups like Caste Associations (Jat, Patels, Marathas, farmers group, women groups) have become more influential in policy modifications than formal groups like (FICCI, ASSOCHAM, Trade Unions etc).
As these informal groups mostly form the vote banks and a simple concession given to them can provide the political parties huge chunk of votes, it has been seen in the recent months as how government provided loan waivers to the farmers and reservation benefits to certain caste groups after protests and violence.
Other protests like in Nirbhaya case which led to the change in criminal laws also supports this claim.
They mostly resort to violence for voicing their concerns, this provide them immediate attentions but on the other side formal groups mostly use the path of petitions which are heard with a time lag.
In this scenario, government has to rethink its policy of listening to the demands of the informal pressure groups at the fear of violence. These groups should be made to understand that violence is not the way to address their demands and a peaceful way should be used.
