Ans. Every year, we witness a number of building collapse incidents in the country mainly in the major urban areas. These incidents take away lives of many innocent people and labourers. There are various reasons responsible for these incidents like
(i) The national building code provides guidelines for regulating building construction activities. These guidelines are not followed by the builders.
(ii) The municipalities of the areas are many a times found to be working in collusion with the builders. The municipalities officials are bribed by the builders for not doing anything. This also prevents the building from regular inspection by the officials.
(iii) Lack of space in the urban areas, lack of awareness among the buyers about the regulations and the need of low cost homes propels the builders to go for over-construction.
(iv) Poor design of the buildings alongwith poor quality building material and poor skill of the labourers also result in the collapse of the buildings.
By looking at the disastrous impacts of these happenings, there is a need of regulation of such type of building. Some of the measures which can be used for this purpose are
• Capacity Building Municipality staff should be trained in such a manner that they can tackle issues like this. There should be regular inspection to the under-construction building but undue harassment of the builders should also be prevented. Technology can also be used for mapping of the city alongwith vulnerable areas.
• Strict Enforcement National building code should also be implemented strictly and punishment as well as fine should be increased to deter the offenders.
• Government Efforts Government should come uP with affordable housing schemes so that people will not be compelled to buy these types of properties.
