Why did Jinnah reject the CR formulae?

The CR Formula is named after C Rajagopalachari. In order to resolve the impasse between the Indian National Congress and the Muslim Leauge the formula suggested the following:
  • League should immediately support independence for India and cooperate in Interim Government.
  • After war, Muslim majority areas to exercise right to self-determination.
  • Common centre for defence, commerce communications, etc should be maintained after partition.
  • The CR formula though favoured the creation of Pakistan, was rejected by Jinnah. Jinnah wanted the Congress to accept the two-nation theory explicitly as a condition to any agreement.
 Jinnah did not want to cooperate with Congress in the formation of provisional government as envisaged in the plan.

Reasons for Jinnah to reject the CR formulae :

  • He feared to lose Muslim Vote Bank. 
  • Jinnah did not accept the proposal of plebiscite because he wanted only the Muslims of North-West and North-East to vote in the plebiscite and not the entire populations.
  • Jinnah objected to common jurisdiction over subjects like defence, communication and commerce. 
  • Jinnah was all along contending that the Muslims of India as a separate nation had the right to self-determination, and Muslims alone had the rights to vote for partition, and not the entire population of disputed area. 
Thus, CR formulae was rejected.
