(a) Transparency: 
It refers to the openness in the decision-making process. This practice can allow the people to take part in the governance. presence of transparency can really act as a deterrent against corrupt practices as well.

(b) Accountability:
 It refers to the process of holding the officials answerable and responsible for their judgments. This process makes the public officials more cautious while making decision. They are compelled to use their discretion in a rational and objective manner because at the end of the day, they have to give account of their decisions.

(c) Fairness and Justice:
 Presence of fairness and justice in civil services increases the confidence of the citizens in administration. It ensures the people that decisions are being made in an objective manner. Fairness also leads to equitable distribution of resources in the society.

(d) Courage of Conviction:
This quality helps a civil servant to take bold decision. It also prevents the public servant from undue influence of interference by the politicians. This quality makes the public servant to stick to his decisions and also allows him to maintain utmost integrity.

(e) Spirit of Service:
This quality helps a civil servant to work selflessly for upholding the public interest. This also allows the civil servant to think out of the box innovative solutions to help the marginalised sections of the society. So, it can be said that all these qualities make the civil service stronger, more empathetic, creative and efficient.
