Sir Tej Bahadur Sapru was a liberal face of the Indian National Movement. He believed in the constitutional means of agitation and Gokhale supported this too. However, they weren't in consensus with the extra-constitutional ways of agitation which was adopted by Congress afterward.
He was the main pillar of National Movement throughout liberal phase. He worked as a bridge between liberals and extemists. He supported India as a federation of the whole territorial units under the British rule.
