US-North Korea stand-off: Sound and fury - The Hindu
Japan had occupied the Korean Peninsula during World War II. Post Japanese surrender the Soviet troops and US troops by mutual agreement agree to partition the territory across the 38th parallel. When the talks broke down in 1946 this arrangement was frozen. Soviet Union helped establish a communist Regime in the north and US promoted at democratic Regime in the south. Cold war witnessed power rivalry between Soviet Union and US in proxy countries- rivalry across the 17th parallel in Vietnam, Berlin Wall in Germany, great game in Central Asia, etc.
North Korea was the end product of power rivalry between the cold war powers. North Korean authoritarian leaders established a totalitarian regime and give predominance to militarization in order to secure the security of their rule.
Us and South Korea decided to deploy Terminal High Altitude Area Defence(THAAD) an anti missile technology to protect Seoul. China views us engagement with suspicion and considers some deployment to be aimed against it.
China considers North Korea a buffer state that would prevent the US deployment on its door steps. The Chinese hold some leverage over the North Korean Regime which the Trump administration tried to utilise to deter North Korean nuclear and missile tests. However such approach has found Limited results.
There is suspicion that the North Korean Regime may have miniaturized nuclear warhead that could reach US territory. US President Donald Trump has relied on increased rhetoric against the Korean regime. North Korea also has escalated the issue by planning to conduct missile fire test towards guam Island (a territory controlled by us).
The North views nuclear capability as a guarantor of the state's sovereignty. It considers nuclear deterrence only can help it to avoid a situation like Iraq or Libya.
US and the UN have sanctioned the north actions, but it has had little impact on changing North Korea behaviour. Critics have pointed out to the futility of such functions and called for direct negotiations.
