15. Examine the main provisions of the National Child Policy and throw light on the status of its implementation.(CSE Mains 2016)GS-II 2016
National child policy 2013 was launched after white consultations with various stakeholders. It considers anyone under 18 years of age in Indian Territory as a child. It has envisaged an interconnected and coordinated all round effort to achieve Holistic development of the children.
It aims to provide for their survival, health and nutrition, education and development, protection and participation.
It aims to protect their right to life by providing means for their survival. The government by its various programs such as Indira Gandhi Matritva Sahyog Yojana, Janani Suraksha Yojana, Beti Bachao Beti Padhao Yojana, etc have ensured antenatal and postnatal care for children and mothers.
The children have been provided with preventive ,promotive and curative health care buy scheme such as Universal Immunization Programme, Mission Indradhanush, Janani Shishu Suraksha Yojana, etc.
The nutritional needs of children are to be met to prevent hunger, deprivation and malnourishment. Integrated Child Development Scheme, Mid Day Meal Scheme, Mother's Absolute Affection cater to the health and nutritional needs of children.
The educational aspiration of children are to be provided in a supportive environment with sensitized teachers in inclusive schools. It aims to provide Universal and equitable education with intersectoral networks as well as career counselling with access and provisions for development.
The policy also asked us to provide for children a family environment with an atmosphere of happiness, love and understanding.
Thus it aims to achieve equity, dignity, security and freedom for children. All the schemes are tracked and monitored to ensure effective implementation and improvement.
